POLICE CHITROL


Media-gardi and Police 'Chhitrol'

The Paky-media is raising much hue and cry these days about 'chhitrol' of the anti-social elements by police, especially that of the Punjab province.

No doubt every sane person who has not suffered at the hands of the criminals, especially the house-braking dacoits, would condemn such a treatment meted out to any citizen of the state governed ostensibly by a civilized law and even entitled to human rights under the constitution. But strange as it may seem it is looked upon differently by those who have gone through the experiences of life in this blighted country.

I also used to sterotype police as an crimnal department devoid of any human sensibility. I had undergon police violence as a student political activist in the Lahore Fort and had a very bitter experience of reporting a case of theft to the police. But I attributed all this due to flawas in our political and judicial system. It is when I went through the earth-shaking experience of a house-breaking dacoity in our house that it changed my entire perception about the basic values of civilized existence and behaviour. I realized that the house-breaking dacoits verily turn into 'darindas' (beasts of the jungle) when they enter a house and make the children and some of the family as hostage so as to do whatever they like with their property, their life and their honour. They thus deny any human right to the victim family even to defend themselves which even the jungle law allows to its inmates.

The CJ, the other day, called police chhithrol as akin to jungle law but he forgets that human beings can suffer worst than the jungle animals at the hands of dacoits and his suo motu is helpless in providing any justice to their victim. It even failed to provide any to Mukhtaran Mai. In fact our judicial system is meant only for a civilized society, while in our corrupt to the core society, what to say of judical system, not even the jungle law can work.

As for the media it seems to have gone entirely berserk when it advocates the protection of law and consideration of human rights even in the case of dacoits who defy even the basic social norms of human society when they make a family or any of its member a hostage. They should be tried by a local judicial council that acts on laws derived from Sharia. Chhitrol by the police or trial by our judicial system are entirely helpless to provide any justice to their victims.
